Low-rent housing system is one of the important security formulated by the government to solve the housing difficulties of urban low-income households, mainly including the identification of low-rent housing security objects and standards, the determination the low-rent housing security methods, the raise of low-rent housing supply and security funds, the establishment of housing security advance and retreat mechanism. The methods of low-rent housing security combine the subsidies and house supply, mainly through the payment of rental subsidies in China, enhanced the ability of housing difficulties of urban low-rent households to rent house. In the low-rent housing shortage cities, mainly through acquisitions, build and increase availability of house supply.This paper mainly focuses on the research of China’s low-rent housing construction and management, starting from the point of view of the natural and social attributes of housing, expounds the importance of the housing security problem, reviews the low-rent housing system of our country the implementation of the development background, development course and main contents, briefly discusses the status quo of China’s low-rent housing construction and management, through the questionnaire and symposium, summarizes and analyzes the current low-rent housing construction and management of the overall satisfaction is higher, but there are still some problems as improve supporting construction, property fee deposit disputes, government rent subsidies is less, the per capita housing area is small and others. On the basis of using the experience of developed countries and regions, and puts forward the corresponding suggestions on the existing problems countermeasures, mainly including:change ideas, improve the security system; financing joint venture, encourage enterprises to participate in; to work on instead of payment, innovate the property management; broaden the channels, guarantee the construction funds; strengthen the planning, increase the large-sized apartment houses.The main innovation of this paper lies in the research methods and countermeasures. Integrated use of literature research, interdisciplinary research and comparative research methods, especially the use of questionnaires and discussion exchange, master a large number of first-hand data, which makes the summary and the countermeasures of problems that issues to explore and study more convincing. The countermeasures of core is "financing joint venture" and "to work on instead of payment", combines with the practice of the national conditions of our country, all the government’s policies and the main cities of the exploring practice mode, puts forward some suggestions and strategy which is feasible. However, due to the limitation of data, mathematical analysis, individual knowledge and abilities, this paper has yet to be further in-depth research and analysis, especially the comprehensive analysis of feasible countermeasures. Will also strive to continue to work in the following research, collect more comprehensive, accurate data, strengthen mathematical analysis, and strive for more targeted, more feasible recommendations.
