The establishment of low-rent housing system aims to solve the housing problems of low-income families in China. This system is conducive to social harmony and stability. However, there exists obvious disparities in the construction of low-rent housing system among cities, especially between western cities and eastern cities, megalopolises and medium-sized or small cities/towns. The low-rent housing system in medium-sized or small cities/towns was constructed latter than megalopolises, and the relative research was not enough. As a medium-sized city, low-rent housing policy in Baoding was implemented for the first time in 2004, and lagged behind that of Beijing, Shanghai and other big cities in content and the running effect of low-rent housing system. Analyzing the problems existing in the current low-rent housing system of Baoding and proposing suggestions, can enlighten Baoding government how to consummate low-rent housing system and execute low-rent housing policy successfully, and can also provide some references for other cities with the same scale. The research about low-rent housing system in Baoding in this dissertation can be expatiated from five aspects shown as below.In the first part, the dissertation brings forward the necessity of consummating low-rent housing system in Baoding and analyses the theoretical foundation of low-rent housing system including the theory of social security, fair allocation and housing filtering. The second part analyses foreign and domestic low-rent housing policy from two aspects. On the one hand, by generalizing and analyzing low-rent housing policy in developed countries (regions) such as United States, Britain and Hong Kong, it provides experiences which can be used for reference by China. On the other hand, by contrasting the practice of low-rent housing system construction in domestic big cities such as Beijing, Shanghai, Guangzhou and Chengdu, it sums up the experiences in the guarantee object, the mode and standard of subsidies provision, the guarantee fund and the operational mechanisms, which are worth Baoding learning. For the third part, it introduces the development of low-rent housing system in Baoding at first, then it makes analysis on the construction actuality of low-rent housing system in Baoding. Based on the analysis, it indicates that there are some problems such as deficient policy support, limited guarantee range, unreasonable rent subsidies mode, and single fund source and so on. The fourth part emphasizes the construction of low-rent housing system in Baoding. The dissertation firstly put forward the principles such as government leading, rent subsidies priority, multi-level and dynamic guarantee and so on. Based on the above principles, experiences of domestic big cities and statistical data, by means of quantitative analysis and qualitative analysis, the fourth part of the dissertation constructs a new framework of low-rent housing system in Baoding, which includes enlarging guarantee range, improving subsidies mode and widening fundraising channel and so on. In the fifth part, aiming at the difficulties in improving the operational mechanism of low-rent housing system in Baoding, based on the experiences derived from the developed countries (regions) and domestic big cities, the dissertation proposes suggestions for Baoding government and relative departments on system construction of low-rent housing system.Based on the above analysis, the problems existing in the system construction of low-rent housing system in Baoding can be identified. By analyzing the reasons and then solving the problems, a system framework can be constructed, which will benefit all low-income families.
