The Analysis Of Chengdu’s Low-rent Housing System

A large number of residents above middle-income has solved their housing problems through market when our country has implemented housing monetization since 1998. However, a phenomenon that lots of low-income families get housing problems has appeared at the same time. Crucial key as it is in housing security system, low-cost housing security gets much attention from the central and local government. Chengdu has partly solved some low-income families’housing problems to a certain extent, but a great deal of problems exposed. The thesis has combed out the problems appeared when the low-rent housing system was building in Chengdu, and bring out some measures to improve building the low-rent housing system in Chengdu. Here shows six parts as follows.The first part is about lead-in which introduces briefly of the aim, the range and the overview, the research ideas, the approach, the significance of the former workers in the related field, In the beginning, the author will point out the importance in building the low-rent housing system via elaborating and analyze the research background as well as the research significance. The author will pay much attention to narrate the situation about low-rent housing system in home research through low-rent housing security mode, exit mechanism, construction of low-rent housing means as well as address selection, and financing the construction of low-rent housing, which was based on a large number of documents to read. Meanwhile, it shows some foreign scholars’point of view about the low-rent housing building. At last,the author will show us the research methods.The second part is about the development and the actual state of low-rent housing security system in China. Firstly, through the definition and characteristics of the low-cost housing,the thesis present the character of the low-cost housing which are described in this article. Secendly,this thesis illustrate the grows process and current situation of low-cost housing in China.The third part shows the classification and analysis of the way of low-rent housing guarantee. I analyzed varies of safeguard ways through the western economic methodology models so as to make a comparisons among their effects. When comparing on the cons and pros of the low-cost housing security ways, I took the following factors into consideration:whether it is necessary to consider the purpose of housing stock increase, Institutions development level, the financial revenue of the government and the welfare level.The fourth part:present situation and problem analysis for the low-cost housing construction in Chengdu. It’s one of the most important chapter in the article. At first,this thesis divided the low-cost housing system in Chengdu into three parts, they are exploration, specification and perfection. Secondly, I analyzed the effect of the low-cost guarantee implementation in Chengdu through ways like cost estimates and questionnaire survey. At last,I follow up to make a conclusion, combing out the problems lies in the low-rent housing security system in Chengdu after doing investigation visit, exchanging with respondents, making statistical data, which contains following respects:low-rent housing security is limited coverage;low-rent housing check-in procedure is fussy while the withdrawing mechanism is inefficient;demand exceed supply and so on.The fifth part:the international experience and revelation of the low-cost housing construction. The thesis introduced and analyzed the successful experiences of the low-cost housing system in Hongkong and the United States Then, I also summarize the revelations which the experience of the other countries are helpful to the establishment of low-cost housing system in Chengdu.The sixth part:suggestions on the low-cost housing construction’s perfection, which is another important chapter in the article. Firstly, there are several basic principles for the low-cost housing development in Chengdu:govemment-led, appropriate participation of the social forces.Secendly,the thesis presents some suggestions on the low-rent housing construction’s perfection,wich contains following respects:relax the conditions of applying for the low-cost housing in a proper way and expand the coverage of the security; secondly, improve operating efficiency of the low-cost housing management and perfect the access and withdrawal system; thirdly,broaden the channels for raising the properties and increase the supplement of low-cost housings; fourthly, choose low-cost building mode reasonably and improve the effectiveness of the low-cost housing security; fifthly, increase financial inputs in low-cost housing construction and broaden the financing channels; sixthly, hold to the rental subsidy to give priority to and take the reversal of diminishing returns subsidy.At last,through this article, I hope the housing problems of many low-income families can get a further attention,and we still can’t ignore the importance of the low-cost housing construction. Meanwhile, I hope to make some contributions for the low-cost housing system in Chengdu which may give some references to the government for their policy making.
