Since the reform and opening-up policy, the traditional “high consumption,high pollution” pattern had brought a fantastic high-speed development toChina’s manufacturing enterprises in the last three decades. However, this patternalso brought us excessive consumption of resources and greenhouse gas emission.Not only limited the speed of China manufacturing enterprises’ development, butalso seriously damage our environment. Thus, the achievement of low-carbonindustrial structure, selection of low-carbon technology with the feature of "lowenergy consumption, low material consumption, low pollution, low emission",became a new choice to achieve industry upgrading and sustainable developmentgoals. This paper had an intensive study on the selection of low-carbontechnology for China’s manufacturing enterprises, based on technology foresight,and designed to provide theoretical reference for the selection of low-carbontechnology in other industry in the future.This paper divided low-carbon technology research content into three parts.The first part was early-stage preparations for the selection of low-carbontechnology. Began with a comprehensive analysis of major influence factors forthe selection of low-carbon technology, followed by a detailed selection principlefor the selection of low-carbon technology, then came up with an indicatorsystem for the selection of low-carbon technology. The second part was the coreof this paper, which stated the principle, implementation steps, questionnaire,advantages and disadvantages of Delphi method. Following by detailed selectionand calculation method by the means of Delphi method. The third part standingin the government’s macro perspective, combined with international experience, provided proper suggestions for China’s manufacturing enterprises in policy,financing, and taxation.Based on technology foresight for selection of low-carbon technology ofChina’s manufacturing enterprise, this paper proceeded a comprehensive, in-depth and systematic analysis to have a full understanding of the relationshipsbetween technology foresight and low-carbon technology, technology foresightand critical technology selection, low-carbon technology and critical technologyselection.This research provided important reference for relevent departments torelease laws and regulations on critical low-carbon technology selection, anduseful experience for other industry to make a reference in critical low-carbontechnology selection.
