Under the pressure of the energy deficiency and environmental requirements, our country needs to develop some clean, environmental friendly industries in all fields of national economy. The electric vehicle came into being in such a background, and it has a reliable, environmentally friendly, pollution-free characteristics. Its development process has been paid attention to by market since its formation.The government also put a new premium on the electric car industry which is recently emergent industry. The government has been continuing to adopt a variety of programs and policies to promote the industry development, including heavy investment in building R&D base of related technology, and the investment on subsidies for purchase of electric vehicles since 2000. What is more, the government pays prices gain momentum in the industry, and put this industry in the twelfth five-year-special plan, giving priority attention. Electric vehicle industry is a high-tech integrated industry. As a province in the traditional car manufacturing in China, Jilin has certain strength in the electric vehicle market base, resources and technical reserves. The capital city, Changchun as the "Twins" has the advantage in the development of electric car industry. Therefore, how to make good use of this advantage to select a suitable path for the development of electric car industry is necessary. This study is to solve this problem, and research the path-depth study of various models, hoping for it can make a reference to development of the electric car industry in Jilin Province.This study has done some technology foresight research in five areas of the development of key technologies, market outlook, economic, development environment and supporting industrial development of electric vehicle industry. In order to find the most suitable path of industrial development of electric vehicles, this study also has combined with the industrial base in Jilin Province, technical reserves, future development of market infrastructure and technology trends, etc. And it combined with the corresponding technical analysis theory, theory of market analysis, economic evaluation theory and economic analysis of industrial technology theory, theoretical analysis combined with the actual analysis, making the conclusion more convincing.There are three steps to research on the path of industrial development of electric vehicles in Jilin Province. Firstly, locate the path for the development of Jilin Province from a variety of options. Secondly, draft the electric vehicle industry in Jilin Province technology roadmap. Finally, located the overall development model position, and had a profound analysis of discourse in four areas, the mode of production, marketing mode of the operating mode selection and mode of service selected. And then it discussed the different development model of hybrid electric buses for passenger cars, pure electric transit bus and passenger cars and special purpose vehicle. At the end of the article, we put forward relevant policy proposals on how to promote the development of electric vehicle industry in Jilin Province, such as the establishment of joint production and research electric vehicle industry, Changchun Institute of Technology, set up electric car industry development fund, the investment improve the application of electric vehicles and other supporting facilities, and so on.This study mainly wants to make full use of advantages of good policy today, and provide some theoretical and practical reference in the twelfth five-year-plan and after a period of time in Jilin Province, so as to promote the rapid development of electric vehicle industry, upgrade of traditional automotive industry, make the electric car of this emerging industry as a new economic growth point for support and development and complete of "emission reduction" task at the same time.
