With the arrival of globalization and the era of knowledge economy, project-oriented enterprises play an increasingly important role in the social and economic development. As the project-oriented enterprise is different from traditional enterprises, it is based on "project management" as the core concept and method, and gradually transition to a project management mode of improvement. In project-oriented enterprise, employee’s contribution to the project is essential, if still according to the traditional enterprise performance appraisal methods of management, it is completely ignored the characteristics of the enterprise’s project orientation, which will hit the enthusiasm of employees to participate in the project. Therefore, the traditional performance appraisal system is not completely suitable for project-oriented enterprise, aiming at the characteristics of project-oriented enterprise, the establishment of project-oriented performance appraisal system is imperative.Project-oriented enterprise performance appraisal as the research object, first introduced the research progress of project-oriented enterprises at home and abroad, summarized the connotation and characteristics of the project-oriented enterprises, through the analysis of the organization of project-oriented enterprise management mechanism and the particularity of performance appraisal, this article put forward the theoretical model for building performance appraisal system of project-oriented enterprise, and made detailed elaboration from the process and method to the appraisal mechanism, and the project contribution analysis into the appraisal system. On this basis, analysis the composition of project-oriented enterprise performance appraisal system, from the project performance appraisal, based on project performance appraisal of department performance appraisal and staff performance appraisal, project-oriented enterprise performance appraisal index system and its calculation method are proposed. Finally, Qingdao XHD power engineering company as a case, according to the theoretical model for building performance appraisal system of project-oriented enterprise, combined with the actual situation of XHD company, designed and constructed XHD company’s performance appraisal system.This article put forward the theoretical model for building performance appraisal system of project-oriented enterprise, providing the reference of the method and process for such enterprises to establish performance appraisal system. At the same time, it designed a set of a certain scientific, reasonable and workable project-oriented enterprise general performance appraisal index system, which can solve the gap between the project-oriented enterprise related department and employees and the project performance with project performance, it contribute to the project-oriented enterprise performance improvement of appraisal method as well as the improvement of overall management level.
