| Energy is the foudation of each country’s survival and development. Among them, fossil energy is widely used to promote the world economy rapidly. However, fossil energy gradually dries off and the environmental problem it brings makes it meaningful to reduce energy waste and improve energy efficiency. These measures have vital significance for the national economic and social sustainable development. China’s12th five-year plan puts forward the specific goals for energy conservation and emissions reduction which is energy consumption16%lower than in2010each ten thousand yuan GDP, both the oxygen demand of national chemical and sulfur dioxide emissions drop8%. The industrial enterprise energy consumption is energy inefficient, but it accounts for over70%of the total energy consumption in our country. It’s very meaningful to improve the energy efficiency of industrial enterprises for China’s energy conservation and emission reduction strategy.Improving energy efficiency through management measure has economic and systematic advantages. A framework of energy management system to improve energy efficiency of industrial enterprises is built based on the energy system analysis of industrial enterprises.Firstly, this paper analyzes the element, structure, function, characteristic, as well as the corresponding management functions and means of industrial enterprise energy system by using system analysis method. Secondly, based on the experience of the energy management system construction at home and abroad, this paper analyzes functions of energy management system; constructs energy management system’s goal layer, executive layer, and support layer; expounds the system’s operation mode. Finally, according to the detailed research of cigarette manufacturing enterprise, this paper analyzes the industry background, the characteristics of energy consumption and the realistic foundation of building energy management system in cigarette manufacturing enterprise; designs function module of the cigarette manufacturing enterprise energy management system; enriches the system’s goal layer, execution layer and supporting layer and illustrats the implement and operation. |
