There are many energy-consuming industries which are uneven level of energy saving in China. The evaluation of energy consumption is an irreplaceable significance to energy saving of industry. Energy level can not reflect the level of its energy-saving in different production sectors and enterprises with different production processes. Currently, there is no industry standard evaluation system of energy saving. It's result that there is no numerical measure in energy efficiency of enterprise, and knowledge is vague.To contract the energy consumption evaluation index system of energy saving and have relative evaluation. It's better to reflect the level of energy consumption system of integrated energy in macro and to improve the overall energy level of the industry and management. To have evaluation of energy conservation is good for the enterprise to understand their energy level and focus of future work, it's good to improve the overall energy level of the industry, and it's good for government to strengthen management of the energy consumption refining energy.First, this paper carried out a comprehensive analysis of energy conservation, introduced relevant concepts and theories of energy-saving evaluation, energy consumption systems. It summarized research trends and practice situation of energy efficiency evaluation at home and abroad. It basis for the study of the evaluation index of energy conservation for energy consumption system.It expressed their impact on energy conservation from a managerial point of view, the production point of view and technical point of view in the analysis ofl energy-saving factors. It was divided into three levels to establish the evaluation index of energy conservation for energy consumption system based on analytic hierarchy process. Aim level is the level of energy saving of energy consumption system, criteria layer contains 5 composite index, and factor contains 19 specific indicators. Target layer is the highest level of evaluation index system and the energy consumption system reflects the level of energy conservation. Criteria layer is divided into five subsystems which are institutions and systems, staff management, equipment management, production, energy techonlogy development and application. They reflect fully the energy level from the every aspects. Factor is the lowest layer in the evaluation index system, which concrete the description of the layer indexes from the quantity, degree, quality and so on. And it determine the index system of all the weights through the Delphi method.After determining the system evaluation index system of energy saving, the examples of objective evaluation was conducted, and SKS system of the group VIII of the smelter Shuikoushan has been exploring energy-saving evaluation. The target level and 5 criteria level of the SKS system was evaluatied. Evaluation results show that the SKS ststem energy saving level is at the upstream level, the "institutions and systems" are more prominent in the energy-saving work, the research and application of energy-saving technologies performed is better, however, the part of the implementation of production management was not sufficient, it must be further improved in order to improve the energy efficiency level.
