Development zones play a quite significant role in booming economy. It also acts as the science and technology innovation base and the impetus for upgrading industries and regional development. For recent year, the fast-growing urbanization and the low-end dilated industrialization of our country has caused scattered and inefficient use of land. In order to solve this problem and to actualize the economical and intensive utilization of land, research work has been carried out as follows:According to related researches, a preliminary definition of development zones inefficient land use has been set. A survey of land use situation of industrial enterprises for four national development zones in Changsha City has also been carried out. It includes the land exploitation degree, the land use status and the land use structure etc. The Statistics and analysis of these data provides realistic basis for the calculation and analysis. This paper also states the characteristics of inefficient land use and analyses the reasons for the inefficient land use of development zones.The result of total potential of intensive use of the development zones’inefficient land supplies Changsha Economic Development Zone has the largest total potential area, benefits and indices. According to the comparison of the total potential of intensive use of four development zones, total potential area may not much related to the total potential benefits and indices. This may be due to the average yield strength of different zones.Through referencing and summarizing representative Redevelopment mode among the development zones of our country, the direction of the redevelopment mode is discussed combined with the actual situation of Changsha development zones. Advises on the redevelopment of inefficient used land are provided.
