Development Zones is the modern industrial cluster center and local economic development engine, so grasped the land use of it plays a crucial role to the economical and intensive utilization of land in this whole area. Problems about development zones’land use are increasing prominently, especially problems about extensive and inefficient use of industrial land, and Industrial layout is unreasonable. How to optimize the collocation of land resources and promote the economical and intensive use of land is the inevitable choice to full dig the potential and liquidize remnant construction land and to improve the efficiency of the land use and to relieve the pressure of the construction land supply and demand, also it is the key measures to scientific adjust functional arrangement and promote industrial upgrading of the Development Zones.In this paper, Depended on the investigation, statistic, analysis and evaluation about land use degree, structure and state of the economy of eleven at or above the provincial level Development Zones in Changsha, according to "PRC Law on Land Management" and Relevant Laws and Regulations, referencing land disposal methods (2012), definition and classification of the Development Zones’ inefficient land is made, and the characteristics of inefficient use of land is expounded, at last causes of inefficient utilization is discussed. The main results are as follows:1. Define the inefficient land in the Development Zones of Changsha. Inefficient land is that the people with land use rights have not exploited and constructed the land as contract of land transfer or written decision of the allotted land, or that the land is exploited and constructed as terms of the engagement but the land use degree and land use efficiency still have some room for improving.2. The inefficient land in Development Zones is classified into four categories: the land is being developed but have not finished, the development of the land is completed but substandard, the land is low output and efficiency, the land of low degree of intensive utilization.3. Some proposals about the Inefficient is put forward, firstly land industrial distribution development of the Development Zones must be given full consideration; secondly the people or company must be reviewed rigidly and a appointment about the land use must be set up when the land is redeveloped; thirdly inefficient land can be managed as the four different Classification respectively; fourthly supervision mechanism should be perfected.
