Study On Intensive Use Measure Of City Territory Land

The lands as the scarce and non-renewable kind of resource, are humanity's livelihood material base, simultaneously has also been many countries's essential target of land utilization plan, protection and control. In the modern society initiating the sustainable development, promoting the land resource intensively use will become the various countries' important strategic choice to continue economic and societal steady progression. There are many people and little land in our country, and the reserve resources are very limited. Carrying out intensively use is imperative.We must scientifically formulate and strictly implement overall planning of land use , and must practice the strict land standardization system.This paper summarizes and profits from the domestic and foreign achievement about land intensive use.By using the material synthesis analytic method and the diagnosis analytic method, it has further studied land intensive use scale question on the city territory. This article thought that the land's intensive use should overall evaluate each kind of factor, and should propose the evaluating indicator from the economic, societal, environmental aspect. The appraisal of city territory land utilization intensive level, macroscopically has designed a set of appraisal indicator system on land intensive use in city territory scope, and divided into 3 project levels: economic activity gathering, the social efficiency harmony and the ecological environment cooperates, altogether 34 appraisal factors.From the place kind of appraisal angle it is divided into the agricultural land and the construction land , selecting 11 and 18 evaluating indicators separately.We recommend to determinate intensive use reasonable value from the domestic similar city's highest value, the region or the domestic average value, the similar stage and similar case value in developed country, consults the result to various aspects expert and so on 4 aspect overall evaluation. The target reasonable value should be different, in different urban scale, namely homogeneity different quantity standard which means using the same indicator and different reasonable value. Thus causes the measure results to tally with the reality. The different factor is different to the land consolidation use's influence, and simultaneously between various targets also has the interaction. The analytic hierarchy process may effective solve the above problem, and determine that various targets'the weight, and may carry on the classification and the comparison on the land intensive use,which has certain suitable value for appraising the land intensive measure about different lands.
