With China’s soc-economic development and the accelerated process of urbanization, the construction land becomes increasingly obvious contradictions. In addition, extensive and idle utilization of construction land appeared further exacerbated this contradiction. Supervision after approved construction land is an important part of construction land management.Further excavating the potential of construction land and strengthening supervision after approved construction land are important measures to achieve the goal of saving and intensive land use.Therefore, in the context of building a service-oriented government and implementing the most stringent conservation and intensive land use system, the application of standardized methods in the area of supervision after approved construction land to explore new ways of saving and intensive land use and establish a new mechanism of supervision after approved construction land are very well-timed.The paper combed the research trends at home and abroad systematically:saving and intensive land use,supervision after approved construction land and standardization. The definition of supervision after approved construction land and its standardization were established. Taken Changsha city as the research area, the thesis deeply analyzed the effect, existing problems and causes according to the present condition of supervision after approved construction land in Changsha city. At the same time, it explained the necessity and feasibility of the use of standardized methods to solve the problem.Based on the saving and intensive land use theory, system theory and standardized management theory, the paper made full use of systemic analysis method and expert consultation method to carry on the standardization study of supervision after approved construction land from the combination of macro and micro perspectives. First of all, Standard system of supervision after approved construction land in Changsha city was established from a macro perspective complying with the principle of the national standardization construction. Taking saving and intensive land use as the goal, the system was a new wireless system structure, whose foundation general foundation standard system was, whose core offer standard system was, and who was supported by guarantee standard system. Furthermore, after many times data collection and field researching in Changsha Land Resources Bureau, it finally extracted key links that have a significant impact on saving and intensive land use in the practice of supervision after approved construction land based on expert opinion. To ensure that policies of supervision after approved construction land are implemented, the most critical and immediate requirements of review content and review links were summarized into the most objective and normative documents.To control the key link from the micro perspective, four specific business standards were formulated:dynamic inspection of land use standard, investigation cognizance and disposal of idle land standard, acceptance of completed construction project land standard and evaluation of saving and intensive construction land use standard.Combining the general administrative activities of the government, the saving and intensive land use and the standardization together, the paper itself was pioneering and prospective. Generally, the study of this subject not only shed certain guidance on innovative government service standardization model and mechanism, also processed practical value of operational usage to enhance the overall level of regional saving and intensive land use.
