Without energy, human beings would die, the country’s economic development will stagnate. Since1979, our country’s economic development has achieved unparalleled achievements in the world, at the same time, our country’s energy consumption speed,and people payed a close attention to that.According to the latest news released by international energy agency, in2011, China is the world’s largest energy consumer. Chinese industries’traditional pattern of economic growth is the mere pursuit of economic growth and that ignored environmental effect, it caused severe damage to our country’s resources and environment.In view of increasing pressure of resource constraints, saving energy and reducing consumption have been on the agenda. China clearly put forward in the eleventh five-year plan to reduce GDP energy consumption as one of the eight obligatory targets,we should joint our efforts to achieve the goal of20%reduction in china. Every areas’economic development are unbalanced and closely related, the analysis of influence factors of provincial energy efficiency in China has more practical significance for the present China. The purpose of this paper is to estimate the influence of various factors on the energy efficiency, specify energy efficiency policies for our country. In the previous research on the factors of energy efficiency,researchers always assume that each region is independent and has nothing to do with each other. But the first law of geography economic pointed out that any object has a relationship with it’s surroundings, and the closer the distance is, the closer relationship is. Previous articles considered the space connect as noise processing.The lack of spatial correlation will inevitably lead to a deviation between the results of the study and the reality.Therefore, based on the above consideration, we take the provincial energy efficiency as dependent variable, select energy price, energy consumption structure, government intervention and the level of the energy imports, environmental policy, industrial structure and other related data from1995to2010, use the spatial panel data model to study the relationship between energy efficiency and these variables. Then according to the results of the empirical analysis we put forward the methods to improve energy efficiency in China.The paper is divided into four parts:the first part simply introduces the research’s background and it’s significance, reviews relevant literature both at home and abroad, this part is the basic of the empirical research. The second part is the theoretical model of setting, establishment and the variable descriptions. The third part is an empirical analysis of the influencing factors of energy efficiency. First we test the space effect of regional energy efficiency, and then we do the test of panel data model, then we choose the space error of fixed effects model, finally we use maximum likelihood estimate in matlab2012R space measurement packages to analyze the model. The forth part is the main conclusion and policy recommendations.Conclusions:there is a positive correlation in the29provinces’energy efficiency from1995to2010, provincial energy efficiency has spatial agglomeration effect; Energy prices, government intervention and import levels have a positive effect to the promotion of energy efficiency; Energy consumption structure, environmental policy, industrial structure has a negative effect on energy efficiency of ascension. Mainly suggestions include:we should begin environmental cooperation according to the spatial correlation of the energy efficiency across the province; We should accelerate the pace of China’s industrial structure reform; To develop a sound legal system of energy efficiency, and strictly implemented.The further study has several directions.First,if we chose the total factor energy efficiency to analysis,the output of our study could be more accurate.Second,if we chose a distance-based weight matrix,the result could display energy efficiency’s spatial correlation more clearly.Third,if we use the integrated model of spatial error model and spatial lag model,we should illustrate the structure of spatial effect more clearly.
