Hebei province is both a major energy producer and a major energy consumer.Because of the industrial structure in Hebei contains high energy consumption, highpollution, heavy industry, coupled with the low technical level, which resulted inenergy large consumption in the province low overall total factor energy efficiency.Environmental pollution problem is very outstanding. Economic growth relies onhigh input, high consumption in the long-term, and the output has the prominentfeatures of high emission and low efficiency. The weak links in the energy efficiencycan be found through the analysis of total factor energy efficiency and its impactfactors and total factor energy efficiency and its influencing factors at the regionallevel industrial sectors in Hebei. This will provide policy advice of discharge policyfor the development of targeted energy saving. This is a major issue for Hebeiprovince to realize the resource saving and environment friendly society.In this paper, a systematic and comprehensive analysis of domestic and foreignexperts and scholars in the field of energy efficiency research results, under theframework of the concept of total factor energy efficiency, the use of non-radial,non-angular SBM model based on slack variable from region and industry at twolevels of energy efficiency measure Hebei, Hebei Province, and the use ofeconometric models for energy efficiency factors were analyzed. RegionalPerspective study showed that: the overall total factor energy efficiency around thecity of Hebei Province, the larger the difference, the overall level is still relativelylow; from changing trend, around the city of Hebei Province, total factor energyefficiency of the overall downward trend; energy consumption structure, industrialstructure, the level of investment, the level of energy prices, technological progressand economic development are the main factors affecting energy efficiency in Hebeiregion. Based on the perspective of the industrial sector showed that: the value oftotal factor energy efficiency industries in Hebei overall low and high volatility;further research on the effects of factors found in the level of market structure,competition in the industry should remain moderate, to prevent excessive focus;ownership structure at the level of " reducing the proportion of state-owned economy,promote ’ Guotuiminjin ’ of SOE reform, spontaneous implemented to improveproduction operation efficiency, conservation of scarce resources such as economicbehavior " may be too high in the proportion of state-owned property industryapplicable; technological progress is the fundamental way to improve total factor inHebei industry energy efficiency; industry capital-labor ratio rose does not promotethe industry to improve energy efficiency. Based on the above conclusions, it is recommended to change the traditional industries rely on extensive investment-ledgrowth model, encourage enterprises to improve management efficiency, enhanceinstitutional innovation, while leading the industry transition to a low carbonemission, the transformation of industrial development mode to rely on technologicalprogress endogenous drivers scientific development path up.
