China’s previous social pension insurance is formulated according to differentgroups of occupations and identities. It includes the new rural social pensioninsurance, the pension insurance for urban residents, the basic pension insurance ofworkers, pension insurance of agencies and institutions. These systems showimbalance between different groups, and there are still some groups who don’t enjoythe rights of social pension insurance. It’s difficult and inconvenient for previoussystem to link up and transfer, affecting the free movement of labor forces. Thesesocial pension systems are basically composed of basic pension and individualaccount pension, while basic pension of urban residents and rural residents is paid bythe government budget, basic pension of enterprises, agencies and institutions is paidby the employers, and supplied by the government budget when it’s insufficient.According to the commonality of these systems, this paper comes ups with NationalPension System, under which basic pension is national and paid by the governmentbudget and public accounts. Then this paper describes the basic idea of the design ofChina’s national pension system, and establishes the income and expenditure model ofthe National Pension. At last, this paper calculates the account gap of NationalPension between2012and2050, and the proportion of financial subsidies to theNational Pension. When the growth rates of the per capita net income are3.59%,7.18%and8.975%, government finance respectively has to give away0.64%,4.37%and8.09%at most to meet the pension needs in the future. National Pension canavoid the risk of an aging population in the future effectively, and limit the financialburden of the government in the affordable range as well.This paper is arranged as the following chapters. The first chapter is theintroduction. It describes the purpose and significance of this paper, puts forward theinnovation of this paper on the basis of the review of relevant literature, and finallyillustrates the framework of this paper. The second chapter describes the theoreticalfoundation of this paper, including the theory of social justice, social securityintegration, public goods and public finance. The third chapter introduces the fiscalresponsibility of government on National Pension in foreign countries and Taiwan,which provides experience for China to establish National Pension System andprovide fiscal support. The forth chapter describes the basic ideas of establishingChinese National Pension System. It describes the present situation of Chinese endowment insurance system and the reason of establishing National Pension Systemat first, then explains the principles and objectives of National Pension System, andfinally describes the basic ideas of establishing the system. The fifth chapterestablishes the model of the supply and demand of National Pension, forecasts therevenue, the expenditure and the gap of it between2012and2050, and analyzes thefinancial subsidies. The sixth chapter comes to conclusions of the research, givessome proposals about the financial subsidies on National Pension, and describesawareness of inadequacies in this paper.
