The Factor And Approach Of National Polling About Pension System In China

In China, the pension system had been through the large modification.1950s, China's endowment insurance system for urban enterprise workers is established, which is draw up and carried out by Chinese Federation of Trade Unions. Owing to "Cultural Revolution", this system has been damaged. After recovery and regulation, pension system had been reestablished, but the pooling level of old-age insurance changed from nation to enterprise-self. And now, the present pension system turns into social pooling at provincial-level. Although the pension system had been transformed and consummated several times, there are still some flaws. The most important problem is the lower pooling level of pension insurance. Owing to the low level of pooling, the pension insurance plan doesn't show the functions of help and scattering risk.The paper firstly reviews the development phase of pooling pension insurance planning, and defines some conceptions on the basic old-age insurance. And then, discusses the significance of national pooling, from the security, rate of fund's utilization, distribution of risk angle of view, such as:maintaining the social security; keeping social equitable; accelerating the steps of reaching goal of social security's strategy; using insurance fund reasonable. Thirdly, the paper analyses the obstructions of old-age insurance planning from the local level to the national level, including interest factor and present management system. Meanwhile, this paper proofs the probabilities of old-age insurance at national level, from perspectives of financial subsidies, the relationship between central government and local government, and modern information's technology. At last, this paper propose the ways and some measures on the national pooling.
