Responsibility Of Government In China's New Rural Social Pension Insurance System Build

China is a large agricultural nation with rural population accounting for47%of totalpopulation. For a long time, the rural population has longed to be entitled to the right of old-agecare, which is also the urgent problem to be solved by the government. The gradual mature ofconditions lay foundations for the construction of new old-age insurance system for ruralresidents. First, old-age insurance system for rural residents still need to be perfected andcontinuous research is needed to ensure that the system is scientific and feasible. Secondly, theproblem of taking care of the old in rural area is emerging and the construction of a perfectold-age insurance system for rural residents is imperative. Thirdly, the conditions to constructthe old-age insurance system for rural residents are increasingly mature. Politically, theconsensus has been reached about the importance of old-age insurance system for ruralresidents and the guarantee of the basic survival right of rural residents.; and the proportion ofrural population in the national population has tended to decrease; economically, the economyhas shown a good momentum of growth since the reform and opening-up. This thesisresearches comprehensively the government responsibilities during the construction of newold-age insurance system for rural residents from four aspects. The first part is an introduction,elaborating on the source of the subject, the significance of the research, the present researchstatus at home and abroad, research methods and some creative points. The second part dealswith the basic theory of the government responsibilities during the construction of new old-ageinsurance system for rural residents. The third part analyzes the status quo of the absence of thegovernment responsibilities during the construction of new old-age insurance system for ruralresidents and its reasons. The fourth part puts forward the measures and suggestions ofstrengthening the government responsibilities during the construction of new old-age insurancesystem for rural residents. This thesis points out that the government responsibilities during theconstruction of new old-age insurance system for rural residents should be made clear and putsforward the suggestions of strengthening the system design responsibilities, providing morefinancial support and perfecting the management system.
