Research On The Implementation Of The Rural Residents' Pension Insurance System

Nowadays aging problem has been more and more serious, especially the problem of rural aging,which has been more severe. and then the weakening of rural family endowment and land endowment function has been prominent in terms of the rural endowment problem.In recent years, the new type of rural social endowment insurance and urban social pension insurance have been merged into a unified endowment insurance for urban and rural residents, which is the first step of the combination of social endowment insurance system.However, in carrying out the system in rural area, there are still issues in the systems itself including the low level of pension and payment, the difficulty of the convergence between the new rural social pension insurance and the other social pension insurance and so on,which to a great extent restricted the implementation effects of rural endowment insurance system.First of all, this thesis explains the basic concept of rural endowment insurance and introduces its theoretical foundation. Then, the history of Chinese rural social endowment insurance is analyzed. Next, the article takes Dasi town of Gaogang District in Taizhou City as research object to introduce the system framework in this town and the specific implementation situation. On this basis, the problems existing in the system are analyzed.Finally, I put forward the suggestion to promote the system itself including improving the level of treatment, perfecting the incentive mechanism of more payment with more pension,redesigning reasonable the lowest payment of the endowment insurance, improving the convergence with other endowment insurance, insuring and increasing the value of the funds. What is more, the starting point is from external factors of the system such as raising service level of system executors, enhancing financial investment, strengthening the awareness of the targeted groups’ pension insurance, changing the traditional old-age care ideas and promoting related law and so on. I hope to make a contribution for maintaining sustainable development of rural endowment insurance system, in result gradually improve treatment level to facilitate the elderly to have something to depend on, to live on, to be happy on and to feel relieved at.
