Facing the impact of market opening, the relatively low liquidity agricultural resources can’t put the present production resources turn into other production without costs, thus causes the adjustment costs.The trade impact influencing the industry of expensive adjustment cost, Not only could cause economic problems, but also could give rise to society problem, which threats the survival of it’s workers, so have a negative effect to the society stability and economy development. For this reason, it’s necessary to analyze the adjustment cost of Zhejiang Agricultural Foreign Trade.The Agricultural Products Foreign Trade is the significant symbol and accomplishing means of Modern Agricultural Development, which plays an important roles in the economy and society development, also has important significance to one country’s economy development and the society’s stability. Zhejiang’s Agricultural Foreign Trade occupies the top rank in China, however, with the enlargement of trade volume, it’s trade deficit also expands year by year. This Paper divided the Agricultural Products into Four Groups, Staple Agricultural Products, Half-finished Agricultural Products, Horticultural Agricultural Products,and Processed Agricultural Products under the theory of Agricultural technology classification system created by Regmi et al. And, Horticultural Agricultural Products and Processed Agricultural Products are considered as high-value added products, while Half-finished Agricultural Products considered as Medium-value products. With the data getting from Zhejiang Custom, Zhejiang Business Hall, DRCNET Statistical Database, An fully analysis carried out on the whole condition of Zhejiang’s Agriculture and it’s four group’s agricultural products foreign trade. On the basis, With integrating Azhar&Elliott’s S-Index calculation method, to make an calculation of the four groups agricultural products as well as the products attach to the four groups with the methods of S-index, then to judge the trade performance, adjust pressure and adjustment costs. With the specific results, Zhejiang’s High-valve added Horticultural Agricultural Products and Processed Agricultural Products’trade performance relatively well, but the trade adjustment costs and pressure has the trend of gradually increased; Medium valve added half-finished products and staple agricultural products takes more over60%of the total Zhejiang’s foreign trade agricultural products, but it’s trade performance is relatively poorer, but the trade adjustment cost is falling slowly.In general, Zhejiang’s agricultural trade performance is poorer, and the trade adjustment costs and adjusting pressure slowing rising, so it should steering the structure adjusting of production and trade of Zhejiang’s agricultural products and it’s four group internal agricultural products classify.
