Research On Evaluation On The Current Situation Of Agricultural Information Development And Its Counterplans In Yibin

That using of information technology to transform traditional agriculture, to equipment modern agriculture, to be efficient and continuous for building up agriculture information e, has important significance on promoting the service level of agriculture information and enhancing the rapid development of agricultural modernization. Based on current situation of agriculture information development in Yibin, this paper has taken the use of field research to found out how the development of infrastructure, information resources, services, platforms, service agencies. Problems and constraints of agriculture information in Yibin had been deep analyzed by Fuzzy Comprehensive Evaluation. At last, countermeasures to promote the development orderly and healthy of agricultural information Yibin City had proposed. The results indicated as follows:(1) Survey on the current situation of agricultural information indicated that infrastructure had improved constantly. The coverage rate of radio, television, rural broadband network had been increased, which up to95.16%、95.83%、48%respectively; Information resources have been enriched for had building databases and75of expert systems, and agricultural science and technology had made a positive progress; Information service platform had achieved positive result, which the city and county agricultural information service Hotline, SMS platform, the opening rate of agriculture-related TV with rate of81.82%63.64%,27.27%respectively; Various types of information services has got rapid development and information services has achieved remarkable achievements.(2) Fuzzy evaluation on Agriculture Information Status showed that infrastructure status evaluation matrix rating "good" and "general" was relatively high with probability of0.8278; Information Resources and Services Platform "poor" and "very poor" with a probability of0.6174; service agencies and personnel development "general" and "poor" with probability of0.8283; funding status of "poor" with probability of0.6751; the status of service guarantee was poor with probability of0.9762. According to the principle of maximum membership degree, Yibin City of agricultural information construction status as "general" rating "good","fair","poor","very poor"was0.1438,0.4551,0.2057,0.1954 respectively. And evaluation results was agree with local actual situation.(3) The main problems existing in the process of information of Yibin are listed as below:multi-construction, multi-point management, public resources heavily wasted, poor further development and integrity of information resources, bad information openness and sharing. Farmers still use traditional methods such as TV, street advertising, newspapers, magazines to achieve information. However, modern methods such as SMS, telephone, Internet had been used by farmers was only13%,10.31%and6.73%. It was difficulty to obtain information resources in rural for single channel and low utilization. Service agencies supporting imperfect, construction was unreasonable, whcih onlyl4.35%households were satisfied with it. Lack of service personnel with information services per thousand employees was0.26%, and the number of part-time employees was up to80.41%, so the employees were generally stated in low level of education.(4) The main constraints of agricultural information in Yibin City was listed: insufficient capital investment; persistent poo,which the municipal budget was only around30thousand per year;Township village was almost lack of special financial support; Low income of peasant family; Lack of information technology equipment with0.45fixed telephone per household,1.29mobile phone per household,0.04home computer per household,0.01computer of accessing to the Internet per household; Workers on agricultural general has low level of education,weak of information technology awareness, which number of worker that studied in high school and above accounted for only3.98%; Agricultural industrialization level was not high, small-scale land management, insufficient demand for information; agricultural relatively low efficiency, a high proportion of migrant workers, the farmers engaged in agriculture were not enthusiastic.(5) Countermeasures to promote the development efficient agricultural information Yibin city were follows:to make a reasonable definition of the role of the government in the construction of agricultural information for the leading role; To strengthen macroeconomic management and control efforts; To increase funding and policies and regulations favoring efforts;To strengthen agricultural information resources standardization, To improve information sharing mechanisms; To build a diversified information service platform, To make innovative information service model; To take measures to develop agricultural information professionals, To improve information quality of service; To accelerate the pace of industrial management of agriculture, To lead farmers’demand for information to form economies of scale.
