In recent years, Industrial Transfer is the hot spot researched all the time. Under the circumstances that the relationship between the world and locality and the relationship between multinational enterprises and local enterprises are becoming exceedingly complicated, meanwhile the connotation of industrial transfer has become more and more profound, then the major problem is how to conduct the delocalization in the production activities. Experts and scholars have researched the delocalization phenomena, from the view of global value chain, global production network and cluster, then they achieved certain results. However, related literature that is researched from production technology paradigm is few.Basing on the review of the studies on manufacturing production technology and delocalization phenomenon at home and abroad, in combination with the history and present development situation of coastal shoe industry cluster in china,from the angle of the production technology evolution and combining with industrial cluster, the global value chain theory and the theory of industrial organization to make an analysis of China’s coastal footwear cluster delocalization from three dimensions of technology, organization, region. Through establishing an analytical framework of technology-organization-region relations, this thesis analyzes the delocalization problem of China’s coastal footwear industry in two context of an unchanged production technology paradigm and a shifting one.(1) Under the condition of unchanged production technology paradigm, the cluster enterprises choose corresponding organization mode to produce. Some of them, because of their nonlinear learning style, emphasis on R&D and innovation activities, and constant technical improvements of existing production paradigm, have realized the upgrading. Though the delocalization phenomenon may occur, the ways of delocalization are mainly dilated migration of FDI and production bases transfer. Therefore, the efficiency of enterprises is relatively stable when they suffer shrinking market or rising cost. Due to long-term dependence on the foreign buyers’orders and producing parts for local leading enterprises, some cluster enterprises lack of R&D capabilities and independent brands, forming the dependency and lock-in effect of the development path. When suffering dilemma, these enterprises with poor adjusting abilities are likely to go bankrupt and delocalize. The manner of delocalization is to follow the leading enterprises in the industry and to transfer large quantities of foreign buyers’orders, so they less likely to upgrade.(2) Under the condition of shifting production technology paradigm, some cluster enterprises with good basis, through altering the marketing strategy and strengthening technological innovation, can take the lead in technological paradigm change. Meanwhile, these enterprises change the mode of organization in time so as to adapt to the new technological paradigm. When they encounter difficulties, they can accomplish the transformation and upgrading locally, and are less likely to delocalize. Some cluster enterprises, due to their poor foundation, blunt response to marketing change, and incapability of learning and innovation, stick to the traditional production mode and cannot finish the upgrading of production technology paradigm. Therefore, they have great potential to be delocalized when having a risk of recession in the economic environmental changes. In addition, some innovative medium-sized shoe enterprises take the lead in the upgrading of production technology paradigm. To enhance the marketing controlling ability and to increase the profits, they may change the organization mode, adopt the form of industrial chain extension, and jump out of the local production system, developing into vertical integration of enterprises. As a result, the small and medium-sized suppliers that originally produced parts are difficult to survive. They will migrate to other places, which is regarded as passive delocalization phenomenon. With these enterprises’ continuous moving out, the cluster may decline or even disappear.At last, the article takes the footwear cluster development in Donggguan as an example to analyze the delocalization of China’s coastal shoemaking industry cluster. The article regards Donggguan Huahong Shoemaking Ltd. as a typical case to make a profound analysis of the relationships among technology, organization, and region, and the influence of delocalization and upgrading on shoemaking industry cluster, which provides a reference for the future development of China’s coastal shoemaking industry.
