Along with the telecommunication industry reform and the gradual deepening ofstate-owned enterprise reform, Hunan Telecommunication Company faces more andmore intense competition. Hunan Telecommunication Company in transformingtowards an integrated information service provider in the process, to direct andmobile business operating income of interconnected CDMA network optimization isbecoming more and more seriously. Moreover, performance management is the humanresources management core problem in performance management, correct use of thispowerful management tool, can greatly limit the mobilization of staff enthusi asm andcreativity, can make the enterprise strategic goals more thorough fulfils operationalmanagement.Managers have the responsibility to make performance managementbetter for enterprise sustainable development services.Thus,based on the currentHunan company performance management situation, according to the CDMA networkoptimization and its characteristics, how to establish an effective performancemanagement system to achieve the purpose of improve the quality of management,has become an important research subject.This paper based on performance management theory, combined with HunanTelecom CDMA network optimization of human resources, and the currentperformance system, the use of key index method (KPI) to the enterprise presentexamination mode of analysis of existing problems.Starting from the currentperformance management system of CDMA network optimization problems, in-depthanalysis of the existing problems, put forward the current performance managementoptimization.Then according to the deficiencies in Hunan Telecom CDMA networkoptimization personnel performance appraisal to improve program design, from theorganizational structure, responsibilities of post setting, index optimization andapplication of indexes of several put forward specific operational improvementdesign.The final prediction performance improvement in the actual implementationprocess will encounter obstacles, puts forward the countermeasure of safeguardmeasures and the expected effect.Purpose is to improve the existing e valuation system,and guarantee the implementation of performance management system, make it moreadapted to the new background of the new situation of enterprise development, toguide the performance management: new ideas and new methods.
