The reform of the electricity system to carry out in-depth, and the price of coal is rising,thermal power enterprises under double pressures of upstream and downstream industries,while they are gradually developing to the online bidding and factory nets separate direction.Due to the homogeneity of the power products, so the competitions between power plants aremainly concentrated in the difference of the cost, the degree of cost reduction will determinethe competitiveness of the company in the market. So power generation companies mustrecognize the importance of low-cost carriers. Mismanagement and the high cost of theenterprises will be eliminated in the fierce competition. The best way to effectively improvethe economic efficiency of the thermal power enterprises is to control their cost well.Xiangtan power plant is the largest power plants among total installed capacity ofthermal power company in Hunan province. According to the characteristics of coal-firedpower generation industry, this article combine the economic nature and economic use, andon the basis of access to references, collecting data and research, choose the ideas ofdescription-analysis-summary to study the cost control of Xiangtan Power Plant. In thispaper, we combine Xiangtan power plant’s actual situation with the content of the nationalpower system reform and the its impact to the enterprise, describes the cost of coal-firedpower plants by fuel costs, maintenance costs and management fees, cost control method isgiven priority to with postmortem analysis and process control is insufficient, formulated thecontract but the lack of scientific nature, etc. This paper analyzes the main factors affect thecost of Xiangtan power plant level and the cost of the power plant in the mode of productionand management, cost control, maintenance aspects and fuel management control issues.Conclusion: Xiangtan Power Plant use the operating cost management system toestablish the cost control mechanism, and increasing the intensity of internal economicresponsibility system of assessment, strengthening the incentive and restraint mechanisms. Atthe same time, by strengthening the control of the key links to strengthen low-cost operationwhich related economic indicators of the financial budget control and capital operation of thefunction in order to further reduce costs and improve economic efficiency.
