It is very important to build the scientific performance evaluation and management system in order to foster the competitive advantage, maintain the correct strategic execution, enhance core competitiveness. According to the theory of Balance Score Card, a design project performance evaluation system is established. The establishment of the evaluation system, for the other small and medium-sized design institute to establish suitable for their own project performance evaluation system provides reference.Through the design institute of the original project performance management system is analyzed. It is concluded that the current project management system already can not adapt to the development of design institute. It uses survey research, theoretical analysis and empiricalstudy of the integration of research and analysis methods in this paper. The main contents include building project performance evaluation system, the evaluation index selection and set performance standards. The main research results are:(1) Through the analysis of the problems of A design institute, based on systemic thinking, three dimensions of project performance evaluation model is established, including job evaluation, employee and talent evaluation.(2) In A design institute, identified the three dimensions of13evaluation indexes. Including the project profitability, the per capita gross margin, project change and project risk of the job evaluation, customer satisfaction, Government departments at all levels, Project team members and other interested parties of employee rating, turnover, knowledge transformation, title assess, honor and innovation projects of talent evaluation. And puts forward of the corresponding evaluation the index data collection data collection.(3) Finally, a project with A design institute as an example, carries on the empirical research, to verify the operability of the evaluation system. At the same time, this paper discusses the design performance management system to build security countermeasures.The establishment of the evaluation system, promoted A design project and the individual performance, optimize the project management processes and business processes. It is beneficial to achieve the aim of project design, promote the company’s competitive advantage to foster the competitiveness of the enterprise characteristic.
