| Design enterprise is a kind of knowledge and talent intensive enterprise, the human capital is the core resources of the enterprises and the source of competitiveness, and compensation and performance management is the core of human resource management. Because of historical and traditional reasons, the performance management and compensation system of the design of the state-owned enterprises has a strong color of self-supporting institutions, and this is not suited to modern enterprise management and the needs of the highly competitive market.By using the analyzing internal data, interview method, questionnaire method, the paper makes an analysis of the management, the compensation and the performance for the problems of the state-owned architectural design institute of the A, and summarizes the more universal and current compensation system and the basic theory of performance appraisal, and with the actual situation of the A architectural design institute, this paper puts forward establishing compensation system that the post value as the guidance, the salary as the foundation, and the performance as the basis, and establishing a company-wide; hierarchical; combination of qualitative and quantitative, responsibilities and objectives assessment system of KPI and project.It important to establish a fit compensation and performance system, which is based on their own characteristics, such as the strategic decisions and strategic missions in developing of enterprises; the external market environment; overall quality of employees; talent structure; the current enterprise scale; department setup and functional arrangements; the connotation of enterprises culture etc, and this will direct influence the existence and development of enterprises.
