Especially, Chinese growing population of the floating population, resulting in a serious impact on the the basic medical insurance system,the voices asking for realizing free transfer of medical insurance of the floating are growing,so, reform is under way.In January 2016,the government development related document required for nationwide new rural cooperative medical care system and medical insurance integration together, and establish an organic whole medical insurance.Before that, some provinces and cities are progressively carrying out the integration of urban and rural health care work,in order to improve the health status of transfer, and promote the development of the medical insurance system in a healthy way.So,this essay is to be written with this background of the integration of urban and rural health care in Yantai,Shandong Provence,using the method of researching, comparing test,system dynamics theory and so on.Firstly,analyzing the present transfer situation of medical insurance relationship of the floating population,after the integration of urban and rural health care in Yantai,Shandong Provence.The result show that it has certain effect to improve the transfer status of medical insurance for the city and the province,but,says overall, the floating population's demand for transferring their medical insurance relationship is still strong,the type is complicated,the effect is not veryobvious for transferring situation of medical insurance relationship of the floating population.In addition, this article expound the main obstacles for transferring medical insurance relationship of the floating population though interpreting the medical insurance policy and system of Yantai, analyzing the behavior of game among important behavior subject, combining with the two regional factors which are imbalance of the regional economic development and conflict of interest.At the same time, this essay analyze the process of develop country to achieve universal health insurance and the method to solve the problem of transferring medical insurance relationship,in order to summing up their successes and revelation for our country.Finally, this essay bases on the above studies,pointing out measures to speed the proceeding of solving the problem of transferring medical insurance relationship from three dimensions which are economic development,reform the medical insurance system,balance the economic interests of the important behavior subject.
