Based on the national floating population dynamic monitoring data and the coordinating regional health insurance cohesion policy,it studies the current status quo of the basic medical insurance for migrants in depth and discusses the problems and the reasons.Using the ratio analysis and comparative analysis of floating population health insurance convergence problem were studied.When analyzing the medical insurance data of floating population,we use the ratio analysis method to calculate the indicators such as the residence insurance rate,the household registration rate and the repeated insurance rate of the floating population.Based on the two major links-transfer in and out,extract key indicators to compare the similarities and differences in the co-ordinating regions.The study found that there is a big gap in the convergence process,harsh links,poor policy operability,insufficient rights interests protection,and poor policy awareness of the floating population in the process of migrant health insurance convergence.The existence of these problems makes it impossible for migrants to smoothly complete their medical insurance coverage when they move across regions,and their rights in medical insurance will suffer some losses during the convergence process.To solve the problem of floating population's medical insurance connection,people need to gradually promote the integration of the basic medical insurance system and reduce the differences between the system and the region;to regulate the convergence process;to strengthen the top-level design and establishment of health insurance convergence fund;to enhance policy advocacy efforts and guide the floating population for medical cohesion procedures.
