With the rapid development of E-business, stepping into the gate of E-business fortraditional garment enterprises has already become an inevitable trend, however, garmententerprises always confused at which way of e-business to choose before they are going toenter e-business due to the fierce competition of market. At present, there are limitedresearches, which can provide with directions for traditional garment enterprises are even less,on the capacity of garment e-business in the academia. Hence according to the characteristicsof traditional garment enterprises’ capability, designing a set of rational assessment indexsystem and utilizing scientific evaluation models for assessing the development level of thegarment enterprises’ capabilities to find the optimal way that the enterprise should adopt fore-business, make the development of the enterprises’ e-business match its overalldevelopment, which has a theoretical basis and practical significance. The paper, developingthe index system of traditional garment e-business capability maturity, calculating itse-business capability maturity value which identify enterprises’ the maturity level, choosingthe matched model for developing e-business according to the above level, tries to provideconstruction guide for traditional garment enterprises to develop their e-business.First of all, based on the previous research, the paper develops the concept: e-businessconstruction mode, summarizes the following existing e-business construction mode throughthe free combination:(1) self-built retail e-business mode;(2) self-built wholesale e-businessmode;(3) self-employed third-party retail e-business mode;(4) outsourcing self-built retaile-business mode;(5) outsourcing self-built wholesale e-business mode.Second, from the perspective of dynamic capabilities theory, analyses the capabilityelements of the garment e-business through two aspects which are rigid capacity and flexiblecapacity, develops the index system of traditional garment e-business capability maturity,which makes the foundation of the following research.After that, learning from software capability maturity model, the paper developstraditional garment e-business capability maturity model, which divided e-business capabilitymaturity level into5levels: initial, grow-up, managed, integrated, optimizing. Using themethods conjunction with fuzzy comprehensive evaluation method, Cauchy membership and analytic hierarchy process, calculates the e-business capability maturity value which gets thematurity level, and match the maturity level with the above construction mode to provideguide for developing e-business.Finally, the paper takes cases which are success case of Septwolves and failure ofMetersbonwe for examples. According to capability maturity index system and calculatemethod developed above, calculates the e-business capability maturity values and identify thelevels of the companies in the example, matches the construction mode and the final resultsthat construction mode, which Septwolves should adopt, is consistent with the way ofdeveloping its e-business in2011, the year in which the company began to step intoe-business.
