| Nowadays, with the fierce competitions in logistics industry and the dynamically changing demand of logistics market, the importance of logistics capability is attracting increasing interest by more and more managers of enterprises and scholars, which is an important indicator to reflect service capability, competitive power and management level of the third-party logistics enterprises. The truth that the competition between logistics enterprises is the competition of logistics capability in the final analysis has been found already. However, so far a valued system adapting for enterprise logistics capability hasn't been established, and the key logistics capability can't be identified effectively by some logistics companies, and enterprise logistics capability maturity also can't be measured scientifically. Therefore, it has a practical significance to design a reasonable evaluation index system and assess it with a scientific evaluation method in order to enhance the logistics capabilities and promote the match between enterprises development and logistics capabilities development.Firstly, on the basis of the dynamic capabilities theory, the concept and characteristics of the third-party logistics enterprises'logistics capability are defined. Then the article analyses the third-party logistics enterprises'logistics capability includes two dimensions of the rigid capability and the flexible capability, and the former one is a reflection of enterprises'basic logistics operation level, when the later is a reflection of enterprises' fundamental differences. By analyzing the development state from two angles of the horizontal and vertical, the conceptual model is obtained, and the mathematical model is constructed to reflect the dynamic development process of logistics capability.Secondly, through analyzing the development state of logistics capability, the development process is divided into five levels:the initial level, the growth level, the management level, the integrated level and the optimization level. And on the basis of third party logistics enterprise features, the index system with 5 first grade indicators and 24 second grade indicators is built. And computing methods are introduced to make horizontal and longitudinal comparison between different enterprises.Thirdly, based on the logistics capability maturity index system, a new evaluation method is introduced to evaluate the level of logistics capability maturity. On the method, the maturity and the weight of each index can be calculated firstly, then the flexible ability elements are motivated, and the specific maturity of enterprises can be obtained finally.Fourthly, in order to make the model and evaluation methods clearer and easier to understand, the dissertation introduces a specific example on Company H, through building the logistics capability maturity index system, combined with the comprehensive measure method, and figures out the logistics capability maturity level of Company H scientifically. |
