With the continuous adjustment of economic structure in China, the contradiction between economic foundation and the superstructure is also increasing obviously. the new situation and the system of the old problem of uncoordinated are becoming more and more attention. The public calls for government reform is growing.Thus, government had conducted a number of top-down reforms of governmental institutions which has made a certain effect. But not a breakthrough, there are a widespread problems like institutions expansion at all levels of government are still unclear. Tourism industry is the rising of new industry in our country. To promote the development of the industry, the governments at all levels to build and strengthen tourism industry management functions. At a certain stage, governmental intervention has promoted the development of the tourism industry. As the situation changes, the problems of governmental management is gradually emerging. Besides, the tourism industry management structure is unscientific, dislocation cross functional issues become more prominent, hindering the further development of the industry. In this paper, from the perspective of governmental management, take Lu’an city as the example to conduct a comprehensive combing and to look for its disadvantages, and puts forward relevant countermeasures. The author puts forward the relevant countermeasures are not enough comprehensive, especially the realization of many countermeasures to need the whole administrative system reform as the premise. This paper tries to make a discussion in order to jointly seek to solve the city’s tourism industry and even extended to other local government governance issues of different industry, to provide the reference for China’s local administrative system and institutional reforms.
