The modern tourism industry emerges since the Second World War, after more than half centuries, it has become the biggest industry in the world, with its strong develop tendency, tourism industry has broad prospects in the 21st century. Therefore, the tourism industry has been praised as "eternal young industry".Tourism industry of our country has developed more than 20 years, not only has expanded in the industrial scale, but also the industrial structure, the industrial organization degree, the industrial layout has significant changes. Tourism industry promotes unceasingly in the national economy structure status, the tourism already became one of the quickest development industries in the national economy.But, we should see, there still many problems in the development of tourism industry, the government and the market dominant position is unclear, the department divided confusion, lacks of legal safeguard system and so on. Therefore, the optimized research on our tourism industry in the present stage has vital and profound practical significance.By the coordinated mechanism which the tourism industry grows, it can be divides into two patterns, one is governmental-dominated, and the other is marketable-dominated.
