Three decades of reform and opening up, Chinese rural society has been in transition, exploring a new path of rural security is necessary. Building a security system in rural communities is an effective supplement of the social system in rural areas. Analysis of security system in rural communities for the protection of farmers’production and living are important.This article structure depends on "Public Choice Theory" and "Social Capital Theory" to analysis the necessity of the construction of the Community Social Security in rural areas and how to construct. How to get more social capital resource support, exerting rural community-self function, and satisfy the community residents’ needs of material and sprit. Combining literature data with Daicun community’s research, the article analysis Daicun community security system contains five factors: community aged welfare, community medical welfare, community education welfare, community employment welfare, community relief welfare. But every factor has its achievement and disadvantage. The writer convinced rural community funds’mobilization and allocation is the key to construct total community security. Rural community security’s resources come from inside and outside community social networks. Social network is one of the most important factors of community social capital. By analysizing the composition of rural community’s social capital that contains rural community organization, cultural norms of rural community, rural social system and elite group of rural community, it can ensure the rural community security’s operation. The writer hopes some rural community can learn the experiences of Daicun community security, and construct suitable conditions for the local community.
