In this paper, the author aims to put forward some practical countermeasures by studying the present status and problems of the pension adjustment mechanism for the retired teachers belonging to Shanghai public school.Pension adjustment mechanism plays an important part, which bears the reponsibility of protecting the basic rights of retirees by reducing the pension risks against inflation, and it ensures retirees to share the fruits of economic development. Since the reform of the pension system, almost every year the pensions for retirees are adjusted and it is believed that it can protect the living standards of retirees from declining, but in fact, the growth of pensions alone do not represent that the adjustment is reasonable and to the degree. We have to judge the actual level of retirees’pensions on the basis of the comprehensive analysis of many other socio-economic factors. Teachers’ pension system belongs to the pension system for retirees in institutions. In the existing" dual track" pension system, pensions in institutions are managed by the government, which are included in the budget and there is no accumulation of funds, therefore, the payment of pension in the future to t retirees is directly linked to their employment time and the salaries. The pension of a retired teacher is nearly equivalent to90-100%of pre-retirement salary and the pension adjustments are carried out according to relevant documents and policies. Due to the special circumstances existing in the pension system of institutions, the adjustment mechanism lacks normalization and indexation, compared with some mature pension systems home and abroad. In this paper, the author has sorted out and analyzed the adjustment policies of retired teachers pension in the past years, aiming to analyze and prove whether the adjustment mechanism of Shanghai retired teachers’ pension is scientific and reasonable, and puts forward the author’s own view on this thesis and suggests some relevant solutions to the existing problems.Thesis mainly includes five parts:In the first part, the author explains the background, the purpose and its theoretical significance and practical value, along with defining the relevant concepts, combing the related research and describing the research methods and the framework. In the second part, the author analyzes the present situation and its growth mechanism of Shanghai teachers’ pension, sorts out the related documents and policies over the past years, and displays the history of the national and local pension adjustment.In the third part, the author cites and analyzes part of socio-economic indicators related to pension adjustments, as well as some special pension adjustment policies.In the fourth part, the establishment of the models of pension growth for different retirees helps to analyze the influence of the past pension adjustment mechanism, which is associated with some socio-economic factors for further comparative analysis.In the last part, the author reflects on the current situations presented in the pension adjustment mechanism and put forward his own views and suggestions.
