However, with the rapid development of the economic, social as well as people’s living standards, and continuous improvement of the level of education, people are increasingly concerned about the health, ecological and environmental protection, people oriented and sustainable development of the economy. After "green trade barriers in international trading, the "blue trade barriers" designed to protect workers’ rights began to move toward the stage of history. Blue barrier is a kind of trade measures to protect blue-collar workers rights and working conditions as the main content; stressing the value concerned about the human reproduction process as well as business to consumer, humane care of the environment and communities. It’s a big process on human civilization and its implementation is legal and reasonable.However, blue barrier has great covert nature, and it has become the measure for developed countries to protect their own interests. Blue barrier with high labor standard and social responsibility standard has become to a big challenge in the development of developing countries’foreign economic. It hindered the export of products from developing countries, tightened the export threshold, and constituted a new trade barrier for developing countries. Therefore, China’s export enterprises have to pay great importance to it and take positive and effective measures to deal with it, in order to make it to be a propellant for sustainable development of China’s international trade.This paper analyzes the causes of the blue barriers in international trade, trends; explain the theoretical basis of the blue barriers in international trade, and it’s characteristics and core; lists the current status of China’s implementation of the standard of social responsibility standard; analysis of dual-impact of blue barriers on China’s export trade, and proposes the measures that should be taken by government, industry and enterprise; thus actively respond to the blue trade barriers is the inevitable trend of sustainable development of trade.
