In today’s international economy, the level of trade liberalization has increasedconstantly, the role of tariff barriers has been gradually weakened, and the traditionalnon-tariff barriers are also being eliminated and regulated increasingly. Therefore, the"green barrier" with the core of environmental protection and the "blue barrier" whosecore is the labor standard and the other new non-tariff barriers has become the mainchoice of developed countries to implement trade protectionism. Blue barriers aim atlabor-intensive products of developing countries, which are mainly made for thepurpose of reducing their labor cost advantage. China is the world’s largest exporter oftrade who depends mostly on labor-intensive export-oriented products, so the bluebarriers will inevitably have a huge impact on China’s exports. At present, we lack ofthe understanding of the blue barriers, thus there is of a very important theoretical andpractical significance to further study of barriers and putting forward more practicalpolicies according to national conditions.This paper is divided into four chapters. Chapter1, introduction. The chapterraises the background of this paper and makes relevant reviews of the research of theblue barriers at home and abroad. Chapter2, the emergence and development of theblue barriers. This chapter has made a detailed analysis of the cause of the blue barrierson the aspects of economy, politics and society. Besides, this chapter describes thehistory, status and trends of the blue barriers, and then it compares SA8000andISO26000standards. Chapter3, the blue barriers’ influences on China’s export trade.The trend of the emergence and development of the blue barriers is inevitable, so wecannot simply regard it as a barrier to boycott. They have two-sided effects; on the onehand, the implementation of the blue barriers will increase the cost of exports and reduce China’s exports so as to reduce the export scale and the internationalcompetitiveness of labor-intensive enterprises. This will affect the employmentsituation of foreign trade. Thus it will undermine foreign investors’ enthusiasm forinvesting in China. In short term, it will increase foreign trade friction and has impacton bilateral or multilateral trade relations. On the other hand, in long term, the bluebarriers will increase the competitiveness of international enterprises and accelerate theoptimization and upgrading of industrial structure and foreign trade developmentpattern. As a result, this will reduce the trade surplus and facilitate trade balance.Chapter4, trade path option of China’s export confront of the blue barriers. Based onthe effects of blue barriers, options should be called on governments, industryassociations and companies’ co-operation. From macroscopically on tell China shouldactively participate in various bilateral and multilateral negotiations and safeguard ourinterests. Also, export strategy of sustainable development should be adhered to, whichwe should optimize the export of industrial structure and establish internationalstandards of social responsibility system with other nations. At the same time, ourdomestic labor laws and regulations should be improved and we ought to strengthenour law enforcement management. In the medium level, industry associations couldprovide effective information consulting services for enterprises and superviseenterprises to strengthen international certification to help corporations to cope withtrade frictions and disputes. In the micro level, companies should establish a blueawareness and keep blue producing. Also, enterprises could carry out social marketingand enhance capability of independent innovation. Further brand strategy andinternational competitiveness should be enhanced. At the same time, companies oughtto actively carry out a variety of blue standard audit certification.
