In this paper, the author made a conceptual study of Economic Development Zone, a comparative study of Economic Development Zone, a elemental study of Economic Development Zone, a structural study of Economic Development Zone using the systems theory. On this basis, the author brought forward a view that the system of the Economic Development Zone is a triangular pyramid structure system. In this triangular pyramid structure system, the development and management agencies is the core element of the triangular pyramid structure system; lands, industry system, infrastructures, investments are the polar elements of the triangular pyramid structure system; The relationship between the five elements is lines of the triangular pyramid structure system. In order to transform the development mode of a Economic Development Zone, we should change the Economic Development Zone System’s structure, based on the triangular pyramid structure system. To change the Economic Development Zone System’s structure, we have fore ways:changing the order of the system’s elements, changing the partial structure of the system, changing the total structure of the system, changing the structure of the system According to a new model.On this basis, the author made a study of the current situation and problems of the Kunming Haikou industrial park, and found the problem of the system of the Kunming Haikou industrial park is that the system is unordered. The unordered system is reflected in three aspects:first is that the core element of the system-the development and management agencies of the Kunming Haikou industrial park-Can’t play a good role; second is that the polar elements of the system-lands, industry system, infrastructures, investments of the Kunming Haikou industrial park-Can’t play a good role; third is that lines of the system-the relationship between the five elements-is not strong. The unordered system leads to the spontaneity of the system’s operation and the inefficient of the system’s function.Aiming at the problem of the system of the Kunming Haikou industrial park, this paper puts forward the solution-changing the total structure of the system of the Kunming Haikou industrial park, and gives specifics about how to change.
