Taizhou City Catering Industry Chamber Of Commerce Functions Research

The third plenary session of the 18th Central Committee of the CPC proposed to "promoting the modernization of national management system and management ability" as the overall goal of comprehensively deepen reform,and highlighted the "innovative industry management system".Chamber of commerce as a "third sector" or "the government of the third party",in the overall framework of industry management,is gradually become important in private organizations mutually beneficial type organization representatives,for our country’s social and public management and industry management make important contributions to socialist economy backbone industry governance within the territory.Taizhou catering industry chamber of commerce established a relatively perfect management system and mechanism of industry,and play their own advantages in practice as well as the political,economic,social and other aspects of function,laid the foundation for the development of Taizhou catering industry.Based on the theory of modern social governance structure and the theory of chamber function,this paper makes a case study of Taizhou restaurant industry chamber.Study found that Taizhou catering industry chamber of commerce in the political function,economic function and social function of play,to achieve the task of the modern industry management layer goal to make the corresponding achievements and contributions.But at the same time,it also found that the Taizhou catering industry has a variety of problems for various reasons,especially in the absence of some specific functions.For example in the organization of the political function of the chamber of commerce management,undertake the government political functions,on behalf of the industry/enterprise participate,and participation in public decision-making mechanism,establish the economic functions of industry capital and financial support platform and industry management and business support platform,etc.,social functions of participation in social labor relations,optimizing the industry structure optimization and reconstruction and the industry security system construction,etc.,there are lack of a certain extent.In terms of the functional aspects of the industry governance structure,this paper makes a comparative analysis of the Taizhou restaurant industry association and the American model chamber and Wenzhou chamber of commerce.Study found that compared with the American chamber of commerce,Taizhou catering industry chamber of commerce should be able to highlight their political function,by a lawfully established a variety of internal organization form,the system of the chamber of commerce and the democratic decision-making mechanism and procedures,in the industry to carry out all kinds of high levels of workers,professional training and practical training;By focusing on the current situation of the development of the industry,combining with practice,the government has actively participated in the political negotiation through various government and industry management platforms,and improved its industry supervision ability.Compared to the Wenzhou chamber of commerce,Taizhou catering industry chamber of commerce should pay more attention to the economic functions of the play,and considering their own factors,closely combines the condition of Taizhou economic and social development in the region,the practice of industry management should be based on social comprehensive consideration and judgment.Social functions in the governance structure of the industry to play for the construction of the governance body should pay more attention to industry,to strengthen the connection between the governance structure of main body with the industry,promoting the construction of the relationship between the society and the industry parties to lay a foundation to better play the social function.Based on the above case analysis,this paper puts forward some corresponding counter measures for Taizhou catering industry to play the role of chamber of commerce in industry governance structure.Studies suggest that Taizhou catering industry chamber of commerce,should exert the political function to the improvement of the organization,personnel mechanism,perfect financial mechanism and the perfection of government purchase mechanism and member management mechanism of perfect and so on;The function of economic function should be devoted to the construction of industry sharing platform and the construction of industrial chain resource platform.In the aspect of the social functions of association shall establish extensive social subject,improve and perfect industry development philosophy and value system,strengthen the food industry labor relations management,and strengthen the construction of food industry safety system,etc.
