To1978, family-run system, giving farmers in agricultural production and the remainingownership incentive incentive for farmers to improve the efficiency of agricultural production,agricultural economy has made great achievements, but also gave rise to the contradiction ofsmall-scale farmers and big market agricultural production "hard to buy" and "difficulty inselling" appear alternately, in particular, the gradual establishment of market economic systemafter1992, agricultural products and agricultural factors of production increasinglymarket-oriented, but some problems still arise,such as the unstable supply of agriculturalproducts, agricultural products low degree of standardization, lack of assurance of the qualityof agricultural products, the continuous generation of low agricultural income farmers. Inorder to solve these above problems, China has gradually implemented the business model ofindustrialization of agriculture, with the agriculture (farmers) professional cooperatives,professional associations of farmers, agricultural leading enterprises and other intermediaryorganizations, to solve the contradiction between small farmers and big market, accordingly,to achieve professional and integration objectives in agricultural production.In view of this, this paper takes characteristics and service content of leading agriculturalintermediary organizations-oriented the new agricultural social service as the starting point,based on the agricultural industrialization theory, the theory of integration of agriculture, newpublic service theory and theory of value.By using the methods of document analysis,qualitative analysis, a combination of field research and surveys, case studies and comparativeanalysis,elaborates the Kenli County farmer specialized cooperatives, professionalassociations of farmers, leading enterprises in the supply of services in the new agriculturalsocial service supply subject definition, service features, service concents, and the modes ofevaluation. Aiming at the service right of Kenli the intermediary organizations,we conductedfield surveys and design of the questionnaire. The survey covers the basic situation, thefamily-run case of farmers, the situation of participating in agricultural intermediaryorganizations and farmers’satisfaction evaluation of intermediary organizations new type ofsocial service.The survey results show that China’s agricultural intermediary organizations inproviding social services has achieved some progress and results, but there are clearly lackingin many places,and farmers are not completely satisfied with the intermediary organizationsservices.This shows that the intermediary organizations in the process of serving the peoplealso need to furtherly improve and upgrade. I carried out a field survey of Kenli Countycommunity of Freeman rice professional cooperatives, rural West Song of the Yellow River mouth peach associations and leading enterprises to drive crabs in the Yellow River Mouthconcluding overview of the development of the service model, management and operationmechanism, service content, service effectiveness and contribution, and analyzes thecharacteristics of the three modes of supply, the use conditions and scope of application.The conclusions of this study are of various types of agricultural intermediaryorganizations in the establishment and operation of the process,and consider the practicalneeds of the members, achieves some results. However, the process of providing services inthe agricultural intermediary organizations, also exposed some weaknesses that can not beignored, and many problems need to solve. Farmers for the services provided by theintermediary organizations is not completely satisfied, illustrating intermediary organizationsin the process of serving the people also the need for further improvement and upgrading.Have a greater difference in the different types of intermediary organizations led theformation and operation mechanism of the agricultural social service, and service modelshave different strengths, but there are some problems in the service should be solved.. Thearticle finally proposed to standardize and improve the operating mechanism of agriculturalintermediary organization, internal management and improve the implementation of thesupport environment policy and optimize the service system and other measures, to furtherimprove the new agricultural social service supply mode of agricultural intermediaryorganization leading.
