Natural gas is relatively less pollution, widely used, our country support for the development and use of natural gas. At present, Liaoning province has two natural gas pipeline:which named "Shen-Qin","Shen-Da", one of "Shen-Da" is through Dalian City D. D city needs to speed up the construction of natural gas pipeline to promote the development of local economy urgently. A large amount of natural gas demand, high Price affordability, makes great opportunities for new market development for natural gas company C. Market development strategy research of natural gas company C and occupying target market is of great significance to promote the steady and healthy development of the company, also has the reference significance to the development of other natural gas company in Liaoning province.This paper analyzed the internal and external environment of the C gas Co with the analysis tool PEST and industry environment analysis tools for five forces model. Which is widely used, and using the resources and ability knowledge, to find out the advantages and disadvantages of the company has own, identified outside the company environment facing the main development opportunity and threat. Using SWOT strategy selection tool, the paper make a through analysis, screening for a variety of strategies for C Gas Co should be taken with. Combined with the actual C Gas Co, formulated the "new market development strategy development, joint ventures, regional priority", put forward the comprehensive development of natural market in D City, focus on the development of the industry of natural gas, city gas and gas vehicle three business, divided ten years into three stages of implementation of C Gas Co in the city of D development goals. With these, the natural gas market share in D city of the downstream will be more than50%, the joint venture company will be the largest natural gas enterprises in D City, formulate six safeguards which is promoting the network and station construction, strengthening the management of human resources, strengthening the sys tem management, effective promoting the building of enterprise culture, enhancing the scientific management and control ability, enhancing the the market development and sales.The final conclusion of this paper is that the development of market for natural gas comp any C to D city is feasible.
