Research On The View Of New Socialist Countryside About The Supply Of Rural Public Goods

China is a developing country with a majority population of peasants and is also a country in which the agriculture is the foundation of national economy. In recent years, due to the long-term dual economic operational mode and the unbalance of urban-rural economic investment and development, a series of problems has appeared such as the farmers'income is low and their burden is heavy, and the rural development is relatively backward. These problems have aroused the great attention of the government. Nowadays under the circumstance of new socialist countryside construction, to do every effort to solve issues concerning agriculture, countryside and farmers and to increase the total amount of the supply of rural public products are some effective measures to develop the rural economy and the social harmony. Because there are problems such as the total amount of the supply of rural public products is in shortage, supply doesn't match the demand, and the efficiency of supply is low, how to coordinate urban-rural economic development and how to efficiently supply rural public products become the hot issues in today's academe.This article deals with the themes logically as follows:The first chapter gives a brief introduction of the research background and significance of the supply system of rural public products and the research experience in foreign countries. The second chapter proposes the basic theories of rural public products. The third chapter reviews the historical changes of the supply system of rural public products. The forth chapter summarizes the current situation and problems existing in the supply of rural public products. The fifth chapter gives specific strategies and suggestions of the existing problems in the supply of rural public products.Based on experience of research in the supply of rural public products in foreign countries and the historical changes of the supply system of our country's rural public products, and also combining with the situation of our country and policies of building new socialist countryside, this article describes the definition and relevant theories about the supply of rural public products and analyzes the great impact on farmer's income and the development of countryside as a result of the shortage of the supply of rural public products. For a long time, in the process of the supply of rural public products, there are some problems such as the government adopted a"from above to below"decision-making mechanism, the right and duty of government is unclear, and the government seldom supplies the peasants with the public products needed by the farmers. The primary purpose of this article is to propose solutions aiming at solving these problems in order to enable the limited public fund to play its full role.
