Study On The Construction And Application Of Urban Low-carbon Consumption Evaluation Index System

City is the gathering space for resource and energy consumption and carbon emission(direct and indirect),and it is an important space carrier for low-carbon development.Since the Reform and Opening-up,the consumption pattern of China's urban residents turn from the survival type to enjoyment type,from subsistence type to Well-off type,promoting consumption of urban areas into low-carbon becomes important area of city development.However,how to accurately evaluate the low carbon consumption level of urban residents do not form a consensus by academic research and government practice.Compared with other areas of low-carbon urban development,the research and practice on low-carbon consumption evaluation are still lacking.How to construct the index system of urban residents' low carbon consumption evaluation has become an urgent problem to be solved.National Development and Reform Commission issued “on the implementation of low-carbon provinces and low-carbon city pilot work notice” in July 2010.The notice determine carry out low-carbon pilot work in the five provinces and eight cities,and clearly called for Focusing on the the establishment of low-carbon development plan,Developing supporting policies to support low carbon green development,and actively advocate low-carbon green lifestyle and consumption patterns and other five key tasks.As one of the first low-carbon pilot cities in China,Hangzhou introduce "Hangzhou low-carbon city development plan of twelfth five" in 2011.Among them,the implementation of low consumption of urban consumption structure is the important initiatives of "six in one" low-carbon city construction.Therefore,the implementation of low-carbon consumption evaluation in Hangzhou can not be delayed.This paper focuses on the construction of urban low carbon consumption evaluation index system and carries on the empirical evaluation to Hangzhou,and starts from the domestic and foreign related research combing and commenting to explain the theory foundation and realistic basis of urban low carbon consumption evaluation.the paper select the index and construct system from low carbon transportation,low carbon Family,low-carbon business and low-carbon public utilities.Rely on these to evaluate Hangzhou low-carbon consumption development status of twelfth five,and sum up the difficulties and deficiencies,and put forward the corresponding countermeasures and suggestions.Specifically:The first chapter mainly combs the background and significance of this study,the domesticand foreign research,methods and routes and innovation,and analyzes the concept of low carbon consumption and its model to lays the foundation for the research.The second chapter elaborates the theoretical basis and realistic basis of low carbon consumption evaluation.Firstly,it analyzes the driving factors of urban carbon emission.Secondly,it analyzes the "consumption" characteristics of urban carbon emission,and the four low-carbon consumption areas such as urban low-carbon transportation,low-carbon consumption in the family,consumption of public utilities and low-carbon commercial consumption are put forward finally.The third chapter mainly constructs the evaluation index system of low carbon consumption in cities,and selects the standard according to the principle of index system,and sets out more than 30 indicators covering the four dimensions according to the importance analysis,and explains the relevant indicators,finally build the city low carbon consumption evaluation index system.The fourth chapter takes Hangzhou low carbon consumption construction as the evaluation object,and through the index system to sort out the evaluation of low carbon consumption in Hangzhou during the”twelfth five” period,it analyzes that the low carbon consumption in Hangzhou is still exist many problems,such as:low-carbon transport system is not perfect,household low-carbon consumption awareness lags,the commercial low carbonation thrust is insufficient,urban low-carbon business development momentum is not enough and so on.The fifth chapter focuses on the countermeasures and suggestions to improve the low carbon consumption in Hangzhou.According to low-carbon transport,low-carbon family,low-carbon business,low-carbon public utilities put forward the corresponding countermeasures respectively,such as:constructing green low-carbon public transport system,and actively explore the family carbon accounting and budget,optimize the development of e-commerce,strengthen the city stereoscopic green building.
