| Since the implementation of the Torch Program in1988, the High-tech Industrial Development Zone in China has got rapid development and obtained remarkable achievements, which has become significant carrier of economic development and industrial upgrading. However, due to the effects of initial conditions, regional economic base and the overall national policy, the development of High-tech Industrial Development Zone in China has the feature of regional imbalance. As the role of High-tech Industrial Development Zone prominent, the state and various provinces and cities pay more attention and increase the investment to the construction of High-tech Industrial Development Zone. Capital, technology, talent, and policy are provided for High-tech Industrial Development Zone. With its own characteristics, the High-tech Industrial Development Zone gradually got the geographical and industrial features, which created a new situation for High-tech Industrial Development Zone development in China.Yanji High-tech Industrial Development Zone starts from scratch, from small to large, from municipal to provincial and to national level, and gets its own advantages on indigenous innovation, green food industry, unique geographical location, and external policy and internal management. Meanwhile, it also has some irrational issues, such as irrational industrial bodies, incapability of indigenous innovation of small and medium enterprises, improvement of technological innovation system, lag behind of public infrastructures constructions, and irrational management system.
