Innovation has gradually become the key factor of production and value-driven factor to measure comprehensive national strength and competitiveness of enterprises. As the main body of innovation activities and implementing innovative strategies, enterprises has to face a lot of uncertainty during the innovation process and choose appropriate innovation model to control risks. Management control is an effective tool for innovation management and risks, enterprises must rely on effective management control model to regulate and guide operational behaviors in the process of innovation activities. So, how to identify strategic orientation correctly and implementate management control, select innovative mode in the complex and dynamic competitive environment is becoming an important issue.From the perspective of strategy-oriented, the paper explores the relationship between strategic orientation, management control and innovation mode, the role of the three factors on innovation performance, then, builds an impact mechanism model on innovation mode selection of management control modes based on strategic direction, finally, proposes a way of innovative performance evaluation (TOPSIS). The paper demonstrates the relationship between different strategic directions and management control modes, management control modes how to affect innovative models selection. Finally, we get these conclusions:(1) Different strategic orientations tend to take different management control modes. Entrepreneurial-oriented enterprises pay attention to using varieties of management control modes, process control and outputs control, social control; market-oriented companies are more focused on output control and social control, rather than process control.(2)Different control modes have different effects on different innovation modes. Process control tends to encourage exploration innovation; output control tends to choose exploitation innovation; social control not only adapts to explore innovation, also, exploitation innovation.(3)Different combinations of strategic orientation, control methods and innovative modes generate different innovation performance:entrepreneurial-oriented enterprises, use three control modes, achieving higher innovation performance; market-oriented enterprises use output control, social control and exploitation innovation, making higher innovation performance.Finally, we propose some measures of making strategic direction, management control modes and innovative models unified for the enterprises.
