Energy is the foundation of national economy, is one of the three pillars of the social development. At present, wind power has become the world’s fastest growing energy types, is toward large-scale, large capacity, the direction of industrialization."Eleven five" period, China’s wind power industry development of eye-catching, has become the new energy technology, and has a certain influence in the world. Under the support of the nation, through the joint efforts of all parties, wind power enterprises, scientific research institutions, wind power grid in China formed a larger scale. As Chinese wind power scale rapidly from million kW to10million kilowatts, wind power development planning of power grid construction, wind farm construction, no synchronization lag grid investment, approval and construction, caused by wind power Grid-connected Wind power generation is difficult; random, intermittent caused by wind power Grid-connected after abandoning the wind, causing trouble for power grid system; technical standard system is not perfect, the number of wild type growth in wind power integration failures continue to occur; large-scale, focus on the construction of wind power project has increased the uncertainty of wind power, increase the power consumption of wind power is difficult; price subsidies, tax revenue and higher than the thermal power electricity price partial allocation policy impetus, construction enterprises income is insufficient, or even losses, resulting in wind power equipment, infrastructure development lags behind; lack of power grid enterprise, wind power grid scheduling, construction and harmonious low enthusiasm. All the above difficulties in all levels of government, power enterprises, power grid enterprises and fan manufacturing enterprise. Therefore, to solve the problem as soon as possible the grid-connected wind power, has become a hotspot of current research and development of domestic wind power.Based on the analysis of "eleven five" during the wind power industry and the status quo of grid-connected power generation, with the game theory as the tool, in between the central government, local government, construction enterprises and power grid enterprises, through the establishment of grid development planning, grid-connected wind, technical standard system, wind power development mode and power allocation game model, pointed out that China in the "eleven five" period of grid-connected wind power development planning backward, low technical standards, the focus of large-scale construction time was not ripe, price and tax policies to encourage deficiency. In the "Twelfth Five-Year Plan" period and even in the future should take wind power projects scattered construction in order to facilitate local grid consumption, rational planning and development to avoid the construction of wind power is far higher than the rate of the auxiliary power grid construction speed, allowing reasonable abandon wind power grid enterprises to protect the whole power grid is not affected, to develop high technology standards to regulate and improve the wind power facilities and technical level, with tax more relaxed and price subsidy policy to solve the grid coordination difficulties caused many conclusions of interest distribution.
