Because China's electricity market reform continue to progress, electric power market is still not fully open。Power grid corporations as monopoly type enterprises, have very strong market power. Through in-depth analysis, the study finds wind power grid predicaments and power grid's decision have important relations.Firstly, the paper discusses the China's wind power industry development starting from the macroscopic background. From a policy analysis and comparison, the paper uses the game theory to analyze the reason of difficulty of wind power grid. With the aid of the game theory, this paper discusses the role of wind power grid enterprises. The paper firstly constructed an alternating offers model. These conclusions can put forward some useful suggestions on policies and promote the adjustment of the system.
