Yunnan New Agricultural Insurance Personal Accounts To Pay Grade Selection

The report to the18th National People’s Congress had pointed out that guideline of sustaining universal coverage to guarantee their basic living conditions and sustainable policy, focusing on enhancing fairness, liquidity and sustainability, building a basic system of social security will cover both urban and rural residents. The tendency of speeding up rural population growing to the old age, the big appetite for rural residents endowment, and under the background of the level of old-age security in cities and towns have large differences, to improve the new type of rural society endowment insurance, is an integral part to guarantee rural harmonious stability, is also the only way to implementation of a unified urban and rural residents endowment insurance system in China, form a sound social security system in urban and rural areas as a whole. The development of social and economic in Yunnan province is relatively backward, the implementation time of the new type of rural society endowment insurance is not long, it still in a given priority to with stability. Although it has accumulated many experiences in the development, the paper finds that, the Yunnan’s contribution rate level of personal account is still relatively high, compared with the national.The pay cost level of participators’ choice is low; the problem in practice and study hadn’t got enough attention. Therefore, a study for the causes of pay cost low level, analysis the factor influence of the new type of rural society endowment insurance’s personal account; eliminate farmers’doubts and fears, stimulating the payment enthusiasm of farmers. This has important significance and realistic significance for Yunnan province and even similar counties (cities) in the whole country to promote sustainable development of the new type of rural society endowment insurance.In this paper, on the basis of relevant theories,511questionnaires in Yunnan are analyzed, and based on the questionnaire statistical results, the paper analyses the current the new type of rural society endowment insurance of Yunnan implementation and existing problems, and then analyses factors by the398survey data of participants in new type of rural society endowment insurance and factor analysis. Build factors model for the new agricultural insurance personal account pay cost of Yunnan, and to make factors overall evaluation in Yunnan province, and put forward some specific solutions about how to guide farmers to rational choice the payment level.
