With the development of society, economy and technology, enterprise management environment is becoming more and more complex, dynamic and complexity has become a characteristic of the enterprise management environment. In this kind of dynamic complicated environment, organizational structure and human resource management should have certain flexible to survive. Human resources as the primary factors of productivity elements, its flexible level is the key to decide enterprise flexible level, therefore, improve the flexibility level of human resource management has become an important method to improve organization competitive advantage. So, in this paper, the research of human resource management flexibility has certain theoretical and practical significance.Firstly, we reviewed and commented the related research of strategic human resource management flexibility, and we find out that strategic human resource management is composed of four dimensions-human resource management practice flexibility, skills flexibility, employee behavior flexibility, and flexibility induced human resource management practices; enterprise performance is measured from long-term performance and short-term performance; In addition, the ambidexterious capability is the intermediary variable, environmental dynamics and complexity is the moderator variables. Next, the model of relationship among the strategic human resource management flexibility and organizational performance is established under theoretical guidance. Furthermore, this study choose the enterprises of Tianjin, Flebei and Beijing as the sample, then, we use SPSS software analyzes the relationship of SHRM flexibility and performance of enterprise with the factor analysis, correlation analysis and regression analysis. The conclusion is that SHRM flexibility can effectively affect enterprise financial performance; SHRM flexibility affect financial through ambidexterious capability; the variable of environment regulates with an unapparent effect, but it does not mean that strategic human resource management flexibility can’t eliminate the negative influence of environmental factors on the enterprise.From this study we can learn strategic human resource management flexibility is the trend of the times and is necessary for enterprise development, it can improve the enterprise’s financial performance and competitive advantage.
