The study takes National Quality Supervision and Inspection Center as the research topicto explore the connotation, dimensions and driving factors of organizational capability ofNational quality supervision and inspection center, its effect on competitive advantage as wellas the direction of organizational capability construction By combining qualitative researchand quantitative research methods, the study focuses on three issues:(1) the definition andmeasurement of organizational capability;(2) the effect of organizational capability oncompetitive advantage;(3) the moderating effect of environmental dynamics.Qualitative study takes National Quality Supervision and Inspection Center for Middleand Low Voltage Transmission and Distribution Equipment as the case and then quantitativestudy carries on mpirical test. Through theoretical analysis and case study, we can sum up themain components as well as the the measurement of organizational capability of Nationalquality supervision and inspection center. Through qualitative study based on observationfacts, the definition and measurement of organizational capability, competitive advantage aswell as environmental dynamics can be solved so as to lay a theoretical foundation for therelationship among the three. We use case study method to explore the relevance oforganizational capability and competitive advantage. And then use quantitative study toexplore the effect of organizational capability on competitive advantage as well as themoderating effect of environmental dynamics.The study found that organizational capability of National quality supervision andinspection center is mainly related to market orientation, technical capability, organizationallearning, the ability to integrate and reconfigurate. Among them, organizational learning hasthe largest positive effect on competitive advantage while the ability to integrate and marketorientation also has certain positive effect. Both market and technical dynamics havesignificant driving effects on organizational capability as well as moderating effect on therelationship between organizational capability and competitive advantage. In essence, theevolution of organizational capability is the continuous matching process with dynamicenvironment under the impact of external environment and internal factors.The management revelation are as follows: first, attach importance to the development oforganizational capability; second, actively adapt to the dynamic environment; third, cultivateinnovative organizational culture, fourth, build a learning organization.
