In recent years, China’s ice-snow tourism has developed rapidly, HeilongjiangProvince is a major ice-snow tourism destination in the world where has anadvantage to develop ice-snow tourism. Ice-snow tourism industry plays a powerfulleading role in the economic development in Heilongjiang Province. It has a clearadvantage in the overall economic development, and has become a potential power topromote economic development. Many ice-snow tourism development projectconstruction and major tourist town construction has made gratifying progress.Surrounding provinces develop ice-snow tourism rapidly, which broke up the shifting"development" situation of Heilongjiang. With development of ice-snow tourism ofHeilongjiang, negative factors have arisen, such as imperfect ice-snow tourismindustry chain, tourists stranded short time, the low rate of revisit, the product of ice-snow tourism has a single degree of integration with the local culture, whichhindering the development of winter tourism of Heilongjiang.From the macro perspective, In order to solve the above problems exist inHeilongjiang Province ice-snow tourism, so that Heilongjiang tourism can makemore healthy good development, this paper will introduce a new management model,service delivery model, build the Heilongjiang ice-snow tourism service deliverymodel, combining the service delivery with daily management of. Front deskreceives tourist demand, delivers the demand to back stage, and back stage providethe service or products to tourist with service delivery model. To make the servicedelivery model produce better service for the ice-snow tourism industry inHeilongjiang Province, theoretical model in this paper is starting from a macroperspective of tourism, and its performance test is applied to specific agencies. Whenthe model is evaluated, evaluating the optimum of performance is optimal andsuitable for long-term development perspective. The evaluation results show thatboth the tourism enterprise and ice-snow tourism can gain a higher performance anda promising development prospect. And make suggestions for the better development of ice-snow tourism in Heilongjiang province.
