Construction And Management Scheme Research Of XiangXi Autonomous Prefecture LuXi County Citrus Industry Demonstration Zone

The Xiangxi Tujia and Miao nationality autonomous prefecture, located in northwestern Hunan province, is situated in the east edge of the Yunnan-Guizhou Plateau and in the middle of Wuling mountains. The Xiangxi prefecture is one of the main poor areas assisted by the government. In this region, the agricultural resources are abundant and the agricultural development potential is great. Therefore, strengthening and enhancing agriculture is of great significance to increase the local farmers’ income, promote national unity and establish the harmonious society in this region.At present, four characteristic agricultural pillar industries have been initially formed in this region, namely the forestry and fruit growing with citrus and kiwi berry, the economic growing with tea, vegetable and lily, the livestock and agriculture industry with herbivorous livestock, and the medicinal Herbs industry with "Sanmu" Considering the high concentration of citrus, the Xiangxi Prefecture comes up with the "three million project" which include a million-acre citrus, a million-ton yield and a million orchard workers, and give policy and technical support to the development of citrus industry. However, in recent years, the price and the yield of the citrus remain low so that the orchard workers suffer a lot.To solve the problems of the low degree of brand awareness, difficult sales and low price, this region, by drawing experience from the agricultural demonstration areas in Shandong, Fujian and Shaanxi provinces, puts forward the establishment of the pilot citrus zone for the first time in the Luxi county in the Xiangxi Prefecture, and forms relevant policies to support this idea. The ultimate hope is to build a pilot and standard citrus plantation with the all aspects’ participation, including the main companies, the government, the main departments and all orchard workers.With the Luxi County being the citrus demonstration zone, the region aims to establish the Xiangxi Citrus Industry demonstration zone, in order to contribute to the sound development of citrus. In the meanwhile, this article, through the analytical information above, hopes to build the theoretical basis for the study and establishment of the tea, cigarette and lily demonstration areas in Xiangxi Prefecture.
